Official servers have 64 people limit but bannerlord online had 1000 people at the same time on campaign map at its release. Bannerlord online is a mod. Game engine can handle 2048 agents. Agents includes players and horses which is the reason for 1000 upper limit. There is also a mod called crusader blade which does exactly what you describe 4ILvc.
