I bought a USB-C monitor with the intention to have a simple USB-C - C cable with my Macbook for personal use, then use HDMI - HDMI on my Lenovo work laptop. Both laptops to display on the monitor. I can connect Macbook using HDMI - C cable, but that defeats the purpose as I could've gotten a HDMI only monitor with an adaptor.

You can only extend your Surface display using the Surface dock to 2 external monitors and connecting the 3rd monitor directly to the Surface device using an adapter will not work at the same time simply because the Surface device processor can only support 2 monitors at a time.

If Same cable, adapters and monitors have worked before and are working fine with another machine. Type C port seems to be root cause. What about your USB C hub, do other ports on that hub work, i.e. Ethernet USB. This machine is capable of charging via type C but needs 45W input from the monitor/power adapter. unA0sK.
